required - the 'English' version supports USA locales only

(I read It on "How to install Microsoft Windows using Easy2Boot" ebook)
Example: if I live in Germany and want to use the USA english version, can't I change the keyboard layout (german layout) or the time zone (Germany)? Or is there anything else I should consider?
